Q: 'Techo-inept' so tad confused; specifically ordered to test/find inoperable fuses (under dash/hood) does NOT light up?? Broken? or an "ON" switch?

There is no "ON" switch. If the unit is not broken, it either works or it doesn't. To test it, connect the alligator clip to "ground" on the engine. A bolt or nut (something metal) usually provides good grounding. Now touch the tip of the tester to the positive (+) pole on the car battery. It should light up and read between 12 and 14 volts (12-volt battery) if the battery is good and fully charged. Testing automotive fuses requires some understanding of the circuit you're testing. Some circuits are always powered (example: brake lights), and some are not (example: radio). First, make sure the circuit has power. You may need to turn the Ignition switch on. Attach the alligator clip to a ground and touch the tip of the tester to one side of the fuse. If the light comes on you have power on that side. Now touch the tip of the tester to the other side of the fuse. If the light comes on again, the fuse is good. If the light only comes on on one side of the fuse, the fuse is bad. If no light comes on, you don't have power to the fuse.
