Q: I need 1/2 in paper with 1/4' dotted between. This looks like the dotted line isn't in the center of the headline and footling. Can anyone tell me?

I thought the same thing. But it really works. The dotted line is enough above the bottom line to keep the letters even. I think you will like the paper. I start my students out on the larger cursive paper but move them to this when their fine motor control kicks in.

Q: How are the lines compared to a wide/college ruled paper side by side?

This is 3/8” ruling which is equivalent to wide ruled. College ruled is 9/32”.

My boys both struggled with keeping the size of their letters consistent. This paper has helped them tremendously. I can read their handwriting so much more easily. I want to use this paper forever. It helps me write better as well.
