You can set the temperature for either Fahrenheit or Celsius when you do the set up

Yes. It's as easy as pressing and holding the "Pressure" button until it beeps, then adjustments can be made via the + and - buttons.

Q: what is the lowest outdoor this will read?

-40°F to 140°F (-40°C to 60°C) Note: When temperatures are colder than -22°F (30°C) it is recommended to use lithium batteries
